You start over in the aspect that your levels start over and your bank is empty...but you keep your old account in that you can use your same username and password to get into 07/present versions and can chat with friends playing a different version.

Basically, from what I have gathered is you create an account on the EoC runescape, so if you currently have an account that is your username in 2007scape. So if you do not have an account you will need to create an account and have to find a username that hasn't already been taken.

EDIT: Votes have gone up from around 8 per minute to around 14 - 18 per minute now.

That is from what I gather. You can always make a new account and find a username you want. You'll be paying for membership on BOTH EoC and 2007scape, so you'll have options to play both of them on members.
