you can't really be gaining muscle and lose fat at the same time

if you want to lose fat around your waist, eat at a calorie defecit with a sensible macronutrient ratio

You can either bulk or cut. You cannot select which places on your body that fat will come off. Your body chooses for you. You cannot really bulk and cut fat at the same time. The beast you can do is only gain lean muscle with minimal fat.
