I just want to keep this short and sweet but I the only time i eat oats is in the morning for breakfast, my question is because I have been eating 1/2 cup of oats with a table spoon of natural peanut butter, scoop of protein, cut up a medium banana and then little bit of milk.. Because I am trying to consume about 2800-3000 calories a day to put on quality lean muscle mass and try gain minimal fat.. is eating the oats with milk a good idea or should I eat it with water?

You could be further off scooping the oats and PB instead of weighing them than you are adding with a splash of milk. How far you drill down on the details is up to you.
I would keep the milk, it tastes better that way. I always use a splash, and add a cup of whole milk to my macros every few days to account for it.
