Don't pay attention to rest, just wait until you feel like you have enough energy to push the same amount of reps as before. (don't over do it though, i'm not talking any longer than 5 mins). Chest and back day both work your triceps and biceps. So in those days I would only throw in 2 isolation exersises for those parts.

For example: tricep pushdowns, and skullcrushers on chest day and barbell curls and hammer curls on back day.
Personally I stick to 3 sets on all of those 8-12 reps going heavy with strict form. Do this and you shall achieve hypertrophy.

Working arms twice a week isn't a bad idea. Just do it right.
Sets and reps aren't the important part. Some people say 8 sets or 10 or whatever. Lee priest said 15-20 sets. So did Arnold. They're on celltech though, keep that in mind.
For biceps, focusing on the negative really helped a lot.
For triceps, going heavy helped. I was always afraid to go heavy on CGBP, but when I did I noticed a lot of growth.
Try different things out. Don't try it for a week and give up cause of lack of gains. Give it like 3 to 6 months. If whatever you're doing doesn't work, switch out.
    Remember to eat.
