They both seem pretty similar to me, they have basically the same measurements, and are similar in weight too, both have knurled handle grips.
So I think it depends on how much money you have, the general rule people always tell you is "get the best you can afford"
and the more expensive one seems alittle stronger (rated at 350kg opposed to the cheaper one at 300kg) but are you going to be lifting more than 300kg if your just doing basic training as opposed to olympic training?
I think if you decide how much you want to spend, and think how much are you going to be lifting, you'll have your answer.
If I had to pick one for myself i think I'd probably get the slightly cheaper one,partly because it looks only slightly different to me and because I'm saving money for my first car but if I had the money, I guess I'd usually get the more expensive one, hoping that it was better. Im NOT saying more money ALWAYS means better quality, but when I'm unsure I'd follow the money.

Both of those look like pretty low quality bars.
Check out this link and scroll all the way down to the bottom, it explains all the features of barbells and how to choose one that will meet your needs.
You can't tell the strength of a barbell by the weight capacity that is listed, as it varies how they test it from company to company and usually just means it wont snap with that amount of weight.
The tensile strength of the steel used to make the bar is what determines how strong it really is.

For a general purpose cheap barbell I would go with the cap-ob86. It's affordable and decently strong.
If you want something stronger a couple of other barbells have tensile strengths bbetween 165k and higher.
A texas power bar has a tensile strength of 185k roughly, to give you an idea. That bar will hold pretty much any weight with ease.

The second bar might be more expensive because it has bronze bushings and slightly higher weight limit. But both are cheap bars.

hard to say. The first bar picture is not what it says in the specs. You may not really want the first bar either, it's 32 mm thick which can get annoying on deadlifts for example.
350 kg capacity vs 300, probably meaningless numbers because both steels are crappy.-!!!---!!!- No Excuses Homemade Equipment Crew #24 -!!!---!!!-
