    light weight for strength

All i have are dumbbells (26lbs) and a makeshift bench
While I do feel a pump (sometimes), i know that I should be using a lot more weight
Can i still increase strength with such a low weight?

You can, but will stall out after a short time. Your endurance will increase drastically.
I see all these people searching for the secret to gain muscle/get stronger. There are two secrets actually; going to the gym and eating.
    Post injury squat 315x6 w/ 116lbs of bands (belt/wraps)
    Gym bench 405 (singly ply)
One arm chin up crew http://forum.bodybuilding.com/showthread.php?t=152733353&p=1043807813#post1043807813

Simple answer, No. You need more equipment. More\heavier dumbbells at least.
