Unhappy To Bulk or To Cut?

Hey guys, need some help here.
I'm a 19 year old guy who wants to be larger in size.
I weight 76 kg and stand at 178cm around 20-ish body fat i guess ( from what i've seen )
I train 3-4 times a week for 2-3 hours, take BCAA, creatine, whey protein and casein.
My weight and muscle mass has been fluctuating and i'm furious with it, need some help guys.
I need to know whether i should bulk or cut and also should i decrease the duration of my training.
    Thanks a lot.

I dont know my RM for my workout but these are the weights that i can do for these compound exercise:
    Squat: 30kg each side
    Benchpress: 25kg each side
    Deadlift: 30kg each side

I try to increase the weights that i lift every 2 weeks.

If you'll need my pictures to determine rough my body fat percentage, please feel free to ask me for that. Thanks for the help

What I think you should so is get big by eating a lot and have more rest days than workout days...also try lifting heavier because small weights get you cut and big weights get you big and huge...this is what I think you don't have to try this but this is what I do

Probably pictures would help as you could be a lot lower than 20 percent bf... sounds like you may be training too long also. Consider doing 1.5 hour sessions 4x a week instead of 3x a week for 3 hours... if you like volume training that is.

Pics would certainly help for a better BF % estimate but if you were sitting at 20% I would cut then slow bulk for a long time after that.

-Personally if i was you i would cut at the moment, 20% bodyfat is alot, try get to a solid 15% then go into a bulk, unless your into power lifting
    - your train too long 2-3 hours is alot, but this may be due to a long cardio part? try limit workoujt to 1hr and a half
    -pics would be beneficial

I cant post any pics as i dont have enough post count may i direct you all to my flickr instead?
    Try searching for user, Zhiminggg
I'm currently training on hypertrophy reps but am changing to 6-8reps for strength training.
I also grow fat easily so would it be better if i add cardio to my workout cause i dont do cardio on a regular basis.
How about nutrition? Should i eat on maintenance level or on lose fat level.
    Thanks all!
