Good job with your consistency. I know how much you wanted to lose the lower stomach fat.
(august 2011) 160lbs 5'2 32+% bodyfat ---> 140lbs 5'5 22 % bodyfat (January 2012) ----> 125lbs 5'6 13% bodyfat (september 2012) ----->
Now 5'7 145lbs, 14% bodyfat (feb 2013)

Once your stomach has abs, you're gonna start bulking?
Here's a news flash - Once you start bulking, your abs will dissapear.
If you're happy with your overall body size and strength, then continue cutting since it seems to me like abs is your ultimate goal. If you're not happy, forget the abs first and concentrate on building overall muscle mass and strength. Once you're up to a decent level, cut.
You did mention your arms are pretty skinny. If you cut now, you'll just have to bulk again.

They really don't need to go away..... Just lean bulk at a 250cal surplus or so and you'll be fine.

My arms are 16 inches lolol...
Im going for abs so I can lean bulk and notice how fat I'm getting thru my bulk
