Id say chest, second choice would be back.
Abs wouldnt help since youd still have to cut to get to a low enough bodyfat to show them just like youd have to with average genetics, its not like having amazing ab genetics would mean they show perfectly at high bf%.
But if it were equal to perfect set of abs/waist all the time, then id go with that.

I have a bone disease, so it is very hard to do any workout on my legs. I do try, try things get rough and hurt bunches. Otherwise I would have to choose Abs, because I'm a fat belly man, and been trying to get my stomach down so my abs can come out more. Abs gotta play too.

Chest is actually a relatively weak point for this guy, but his lats are on godlike level. Pecs are not the most important muscle group by any means, it's the back that creates the huge upper body look.
