Yes. Unless you are a teenage boy in the middle of puberty or a newbie weight lifter you can either gain muscle or lose fat. Not both at the same time.

Building muscle is a strenuous process, and your body requires a lot of calories to do it.

You could try eating at maintenance or a slight surplus and lifting heavy - especially if you are new to weight training, you may find yourself gaining muscle and losing some fat. In any case, if you build some muscle without putting on much fat you'll probably look and feel better than you do now. But that isn't going to happen on a calorie deficit.

    Vaylor says the truth.

Only way to build muscle while losing fat is if you're a teen that's exploding in hormone levels, you're at your prime and should eat like a beast to build all kinds of muscle (while working out of course), or you are clinically obese, or a pure newbie lifter (less than a year I'd say).

If you want to gain muscle, eat at a caloric surplus.

If you want to lose fat, eat at a caloric deficit.

Nothing's free in this world, you gotta sacrifice something in order to get something else.

Edit: Or do you do a recomp which takes a looooot of time. You will slowly lose fat while gaining muscle while eating at maintenance levels.
