I'm 17, around 170 pounds, my body fat % I don't know (if someone could give me and estimate i'd appreciate that). Honestly what I want is to have a better looking chest, well a better looking body although I don't feel to bad about my arms. I remember hearing from a friend that being a teenager means all I need to do is lift and eat tons, cutting and bulking are for the older people, but I'm not entirely sure about that.
Another thing if anyone can explain how to do a successful bulk and cut I really need advice.
Currently my routine is pretty crap because I'm just starting again, and I need a better one. I'm trying not to do squats and deadlifts and looking for alternatives but if they are an absolute must then i'll do them.
Saturday - Shoulders & back
Monday - Chest & triceps

Well, first find your maintenance cals and depending on your goals be +500 or -500 around maintenance. I personally workout 6 days a week so I would bump your workout days from 3 to 5. Try to be in the gym around 45-60min. No longer.

You're BF is fairly high right now. Not being a prick, just being honest.
As for cutting or bulking, it depends on what you want. Summer is coming up. Do you want that six pack cut up look? Or do you just want to get bigger? At your age you can do both and be fine.
Squats and deadlifts IMO are a must. Just be careful and make sure you have very good form. You're too young to get hurt.
Personally I would increase your workouts to at least 4 days a week.
Something like:
Monday- Chest, tris
Tuesday- Back and bis
Wed- Off
Thurs- Legs/calves
Friday- Shoulders and abs
Sat- Sunday- OFF

No, no man I need the honesty, I'm not gonna cry haha. Anyhow what I want is a better looking chest and overall just a better body, yes the cut 6 pack would be nice for summer as I'm going to the beach, Honestly I don't want to be to big muscle wise, but I realize the muscle in my chest is lacking and you can't just grow muscle in specifically one area that's dumb.
To sum it up I want to be able to take off my shirt and be proud, I'v had the man tits and big belly all my life I want them out for a more fuller chest and yes a six pack (I know everyone comes on here asking for the route to the six pack it's why I'v been trying to avoid saying it).

2Pac, do research on the routine called "Push/Pull/Legs", and eat 500 cals above your maintenance.
Use a calorie maintenanc calculator as a template. Lets say it says "eat 2000" cals a day to maintain your weight. Well, you wanna gain weight, not stay the same. So add 500 cals a day and it'll be 2500 calories a day. If after 2-3 weeks you are gaining 1lb a week, you found your calorie point.. 2500. If you are gaining less than a lb a week, slightly increase cals to let's say 2700.. If you are gaining more than a lb a week, decrease calories slightly.
Eat .07-1 gram of protein per pound you weigh.
Whole grain carbs
Healthy fats (google sources of these big 3 macros)
Umm what else am I forgetting to tell you?

No one knows your body more than you. If you think you have gained muscle but also a little fat, then cut.
If you feel like you are skinny with little or no muscle, then (clean) bulk.
All up to you.
My opinion: Bulk. Bulk for a month or 2, gaining a lb a week. Pack on some lean muscle mass. Then cut, losing a lb of fat a week, in time for summer. You aren't that fat at all.
Lets say the beaches open in 15 week, and you want to lose 15 lbs. start your cut 15 weeks before the beaches open, losing a lb of fat a week.
