what are your opinions on this? There are people that say there is such thing and people that say its not over-training, its under-resting.

over-training = under-resting.
Overtraining is a physical, behavioral, and emotional condition that occurs when the volume and intensity of an individual's exercise exceeds their recovery capacity. They cease making progress, and can even begin to lose strength and fitness.
of-course it is a fact just alot of people are very paranoid of the over training fairy, someone who just started working out and lifting weights waaaay off his genetic limits is almost incapable of overtraining in the other hand an advanced lifter whos lifting weights pretty close to his genetic limits running a beginners program and working muscles 3x a week or doing 30 sets per muscle group will burn out really fast. people just need to know their current stage of lifting and adopt their training.MUST READ about back development : http://forum.bodybuilding.com/showthread.php?t=151735043
