No, BCM isn't cheap. I think what he was saying...or meant to say/should have said...was that you get a hell of a nice rifle for what you pay with BCM. That's one of the reasons they sell out so damn fast.
Frankenbuilds that use good components, most notably the barrel, BCG, and FCG IMO, and are PROPERLY assembled without cutting corners anywhere, are usually a good deal. The problem I see is that the "a little flexible with parts" turns into what I would call cutting corners, and the overall quality of the final product suffers. Again I'll point to lawler since the timing and nature of his issue was just so perfect.

Having a backup FCG was one of the reasons I went with the upgrade, and it made the actual cost of the trigger, as I perceive it, less, since I would otherwise be buying another FCG anyway. But now I have a Colt FCG for the new rifle at 'no cost' as a result of the Geissele upgrade.
There is typically a quality difference between commercial and mil-spec too. My understand is, for example, that the mil-spec has the threads rolled on while the commercial are cut, which is just one way the commercial tube is not as strong. But then there are at least two 'different' 'mil-spec' tubes depending on if you get 6061 aluminum or the actual spec of 7075

by being flexible i mean being okay with getting green instead of black or using part a which is equally as good as part b (ie using a wilson combat barrel instead of a bcm barrel, or getting a b5 sopmod stock instead of an lmt sopmod stock)

You forgot hammer forged barrels, which they offer. So i might be off base.
However, one thing i DO know...their customer service comes no where close to BCM. I can't speak for DD, Noveske, etc. However, I suspect they're similar to BCM.
I'm brand loyal. That's just me. I've also seen PSA uppers come with some serious blems. One was just posted on the local forum i am on.
That alone IMO would knock them out of top tier.

Well, for starters..."almost certain"
Additionally, there are a LOT more parts to a rifle than a BCG and a barrel.
The short of it is that BCM has proven themselves and their rifles to the consumer market. PSA has not yet matched that. Perhaps they are capable of getting there, and perhaps you are getting just as good of a rifle from them as BCM, for a little bit less money (but longer wait times), or perhaps a couple years from now it will be a regular running joke to list PSA as a "top tier". Time will tell.
BTW: Personally I have read too many reports from different people on different forums about the ways in which PSA has fukked up, and I still lulz when I think about the inoperable rifles they shipped out without even test firing them (as in, they just weren't doing that, one way they were cutting corners to save costs). I also have my perception colored by the time I asked PSA about their bolts (HPT/MPI) on M4C (as did others) and PSA beat around the bush while refusing to actually give a straight up response. The whole thing stunk to high heaven of intentionally misleading deception. So maybe I'm not the best one to judge their quality?
I do have a PSA bolt (an HPT/MPI sold stand alone for $50 on labor day sale) in the grip of my Colt as a spare. And I ordered a PSA LBK to complete my "BCM" rifle. But I am more comfortable using the Colt FCG for that while keeping the PSA FCG as a spare...and I'm kind of shopping around for a 7075 buffer tube since the PSA kit comes with a 6061, while wondering if I should give a rats ass as to the difference...and I also had to order an H buffer separately elsewhere as I'm pretty sure the PSA LBK comes with a C weight buffer, which, BTW, is the buffer that comes with the PSA "Premium M4" rifle, and not an H buffer.

You know, I've complained about them as much as anybody. They shipped me a regular lower that was clearly much worse than the blem I got from them. One of their uppers had a loose heat shield that rattled around like a child's toy. I refer to their factory as Planet of the Apes.
But they made good on my complaint with a $40 gift card. And their pricing is phenomenal. I'm a fan.
