Should I still train my upper body even though I seriously need to grow my legs?

My upper body is muscular however my legs are ridiculously thin, I started lifting weights on and off when I was about 15 and never trained legs (Bad Idea I know) i'm now 19 and i've been making progress in making my legs more muscular over the past year but there is still an imbalance. I've still been training my upper body lightly because i'm afraid i'll lose all my upper body muscle if I stop.

My question is should I still train upper body or just focus completely on building my legs up?

    Thanks for replys.

train both. It is that simple, you dont have to disregard body parts. Just do a upper/lower split
