imho... id bulk you look 16-18%bf but its mostly on upper chest

I agree with others. Cut a bit then assess how you look. It really depends on what your ultimate goal is.

Wouldn't we all... lol that's my long term goal as well. You will need to lose fat and gain muscle to achieve it. Basically I would cut your body fat down until you are fairly lean 10-12% then do some slow bulking up to around 15%. Just keep repeating that cycle until you are 210 @ 10. Allow an adequate amount of time!
