Actually, mardi gras is French for mad Tuesday. Fat Tuesday would be mardi gros.

Not really. Gros is really more "large" while gras is "fat"; hence foie gras. If by "mad" you mean insane, that would be fou.

I at first assumed it was either SF, contractors, etc., but I seemed to be seeing them so commonly that I began wondering if regs had changed somehow. IIRC, we technically weren't even supposed to grow beards on leave, though obviously nobody would have known or cared.

It was a joint law enforcement unit (NCIS/OSI/CID + some other Fed units, we worked with FBI, Marshalls, CIA). The unit was mostly law enforcement agents. Their job was to investigate the third country national war criminals. While interviewing them (our unit didn't interrogate, there apparently is a difference ), most agents would grow beards. Beards a positive thing for muslims and being all clean shaven usually resulted in sub par results.

FYI, our unit had offices in Iraq, Afghanistan and Cuba. It was our cases that the Iraqi court used when charging all of them. That court was friggin' awesome and ruthless. If the case file had nothing more than saying the guy came into Iraq from another country, they were like "20 years!".
