It irritates me how lean some guys (Platz, Müntzer) were with ridiculous amounts of muscle and still you couldn't really see a whole lot of veins on them. Especially Platz who was known to hit his legs with high reps, which should contribute to developing vascularity. Must be genetics.
On the other hand, guys like Branch...

It's genetics I guess. Some guys get super shredded and not one vein in sight, others can be 15% BF still have good vascularity in their arms etc.
Some veins look good but too much and it take away from the physique - lets face it, this sport is all about building muscle, not veinsIG: waldronconstruction

Cool story:
In the late 80s there was a guy I helped and after the show one of the judges said:
"Do you know what your best pose is? Your side tricep pose. When you bring out those veins. Incredible!"
This guy used to be able to at will "bring out" his veins. He would go into the tricep pose and then after a second or two "bring out" the veins all over his triceps and shoulders. He could obviously also do the same during the side chest, but he had massive triceps and made the pose even more impressive.

Well it's genetics to some degree, but we all have superficial veins! So technically if someone drops down to the very low end of single digit bf levels, (4-5% roughly) veins that run close to the surface must pop out (especially if there's a good amount of muscle mass under it). I assume the people who don't seem to have them are either not conditioned enough, or they're under developed in areas where they lack these veins. I honestly haven't seen anyone with cross striated glutes and a christmas tree that completely lacked veins!
