on my hips I have some fat that I want to reduce , since it doesnt fit to my body look somehow..I even saw a diet program on net and ate almonds , many apples and kiwi during the day , but month has passed and I do not see many differences..
Could you help me on advice how to reduce this hip ( or waist ) fat - what exercise to do ( or with dumbells / barbell )..And how much does it take to reduce it ( since I want to reduce it till this summer )?
And some advice on how to build up my chest please.

You can't just lose fat in one area, it will work on your whole body. If you really just want to lose fat then cut, but you are already skinny so please don't, calculate your maintenance using the sticky in the nutrition sub forum and eat above while following a beginners routine like starting strength. You are not fat round the hips atall, don't worry about bulking up while training, it'll maximize strength gains + your chest like you said.
