bulk or eat at maintenance? newbie

Hi, i'm a complete novice. 6ft2 180 pounds. i'm skinny with fat around my stomach. but i'm not your typical skinny fat with narrow shoulders and wide hips etc. Anyway, I'd say i'm 16-18% bf. Anyway I'm doing All pros SS in combination with IF. I've been told when you first start out you can exploit noob gains which will allow me to build muscle whilst also burning all that babyfat around my stomach. And there is no need to bulk when first starting out? and I can make good gains eating at maintenance? My maintenance is 2800 calories a day, if I was to bulk i'd eat at 3100. which option would you suggest?
