    lean bulk / recomp

    My weight is 154 pounds (70kg), height 5'9 (1.75m) and waist 33 inches (84cm).

Based on above stats and photos should i keep cutting to try to show abs or start lean bulk / recomp?

I estimate fat pct 12% to 16% but I'm not sure, maybe someone more experienced can say.

You need to decide what it is you want to accomplish. Several things to consider: Do you want to focus more on mass building or definition right now? How long have you been bulking/cutting, whichever it is you are doing? Is it time to take a break and switch gears? What is your current diet consisting of? Remember you can eat fairly clean during mass building and not have a pile of fat to burn off during cutting.

Honestly don't know how to say the right thing without sounding like a jerk. Anyhow...
You need to focus on building more size like MuscledHorse said before wasting your time on trivial stuff like "bulkin/cutting" nonsense.
Unless yer goal is to be a Ambercrombie model. That would not be a goal of someone asking people on a site called bodybuilding though. Would it?
Now get to doing those compound movements and sticking to a good diet!!!!!!!!
    Every day counts.
