Ask any competing natural bodybuilder if you stop growing. That simply isn't true. Growth just slows down and at some point it becomes exponential but most of us are years away from that.
If you are not growing, you are not gaining weight by eating in a calorie surplus. Simple as that. Eating all the right foods means nothing if you aren't in a 10% surplus.

Add more food to your diet until you are gaining around a pound per week (more accurately 3 pounds per month). Then come back in a year.

So what? are you just going to wait for human physiology to change? You have to eat more to grow. You said you aren't growing. So the solution is to eat more. You can come at this all day long with "I don't want to put on any fat. I don't want to increase my gut. I don't want to gain weight". But at the end of the day, bb'ers know that to gain, you have to eat.

Time to evaluate your goals here.

    This^^^

Above all, you need to be systematic and ordered to get the gains. Count a deficit/surplus based to on your body composition and activity level, get a good program. Propably a dial back to a beginners routine like starting strength or stronglifts 5x5 and log everything.

    And FOCUS !
