There's a guy in the are who has a garage gym and most of his equipment is homemade, one piece of homemade equipment he has is a lat pulldown with a weight stack. How would one go about making one of those?

You should ask the guy. Sounds like he has a lot of know how. I'd imagine you'd need some pulleys and something to fix them to...
I did a forum search and found some examples. Here's one:

I built this one about 6 years ago and I'd recommend building one like it. It's much simpler than trying to figure out cables and that weight stack ain't gonna be cheap. This cost me about $150.00 to build and with the leverage system, you just add your olympic plates and you're good to go.

Yeah there's no way around it being expensive unless you can find some old donor machine to salvage the weight stack, pads, steel, and parts off.
HNH - I really like that leverage lat every time I see it. Do you use it regularly as your main lat exercise? Obviously the resistance curve is different, not sure if that is good or bad or both?[]---[] Equipment Crew Member No 7

OP, I like homemade equipment, but for the money, it's hard to beat Craigslist. I see lat machines for $125-150 all the time. I occasionally see them for much less, especially if they are part of a bigger lot. You could purchase a lot and sell off what you don't want. A lot of guys here get stuff basically for free that way.

Never mind, I asked him, it was a lat pulldown from a gym that had closed and when it broke he just fixed it and made all the handles.
hardNheavy2011 that machine is sick, how much can it handle?"I Can Do All Things Through Christ Who Strengthens Me" Phillipians 4:13

Well, you're right about that. I was referring to Body Solid/Parabody level machines that are plate-loaded when I said $125-150. I do occasionally see a commercial machine, but they do run higher.
I often forget that a lot of guys around here are a lot bigger than me. At 5'9 and 170 lbs, my Parabody with a 205 lb stack is something I don't see myself outgrowing anytime soon![]---[] Ivanko Barbell Crew #29 []---[]

I probably use that machine at least twice a week for overhand and reverse grip pull downs. I built a different handle though, that allows me to do neutral grip pull downs too. The handles are removable though. I'm not sure about the resistance curve honestly. It feels almost exactly like a pullup. That's about the only way I can describe it. LOL

I think he's just ball busting
Actually I did make a homemade lat addition to my rack. It's kinda hard to see but there's a loading pin in the back and I hook up various handles at the front cable connection. I set a loaded barbell on the safety as a hold-down and of course slide my bench in.
