I am 19 years old and I've been working out for a bit now and am a bit muscular, not too much though. But, I like to drink a shake that has 1 scoop of creatine and 3 scoop whey protein mixed in at once within 30 minutes of my workout. Is this the best time to drink it? Should I take something else if I want to get bigger much faster?

in order to get bigger you need to be eating in a calorie surplus. and you need to be constantly stimulating muscle growth through lifting weights.

as to your question it doesent matter when you have your protein shakes (not even needed provided you are getting adequate protein from your diet) or creatine.
but in saying that post workout is a good time for a shake because you can carry it in your bag and have it as soon as you finish from the gym so it makes it more convenient but all that matters overall is that you are hitting your daily calories/macros - meal timing is irrelevant.
