I really want to cut down to 9-10% bf and see where I am at as far as muscle mass. I know I will end up doing a clean bulk and slowly add more mass after my cut. But I have a few questions:
1. Do I have enough mass to still have some muscle when I get down to 9-10%
2. What bf% would you give me as of now?
3. Any tips on a good cutting routine/diet
Thanks in advance!!

Enough muscle mass to cut?

Hey man, first of all lookin' good (no homo, of course). I guess the question is, cut down for what? Unless you're doing it just to look good, then the decision is yours alone!
Now, for some people, this IS cut! So, really, it's up to you.
Next question: how hot is it in Texas right now? What I'm getting at is this: Why not add more weight, and then start cutting in Feb? You have time to bulk a bit more. And, considering you are at.... eeeehhhhh..... 12-13% body fat, what's the harm in getting just a bit bigger? It won't take you long to cut down for swimming weather.

Depends on how fast you cut. You can easily cut to your goal BF starting now and dont need to go hardcore, 1800cals/day, 30min cardio. But if you think you can be 100% commited to a hardcore cut and start it in March, then a winter bulk might be more rewarding. Either way, in my personal opinion, you already have enough muscle mass to look good at 9%.

Looking good man. If you want to see how shredded you'd look at 8-9% go ahead, I think you have enough mass. But I think right after you see how cut you are, you're going to decide to lean bulk anyway. Guess it just depends what route you want to take.
Bulking takes a toll if you're used to being more defined.
