I'm bulking right now and doing 15 mins of cardio 3 times a week.
I can't get rid of my love handles... should I keep on bulking or just cut more?

If you're having a hard time losing your love handles now.. imagine how hard it will be to lose it when you bulk because you will gain even more fat.
15 mins 3 times a week isn't going to cut it for cardio. Increase your intensity and time every week for cardio. Work on your diet and you will see results a lot faster.Youtube: HanhChampion
