it is said that since the rectus abdominis is one muscle shouldn't be possible to emphasize upper and lower regions, but it is in fact possible to emphasive upper and lower with different exercises. This Is due to the fact it is Innervated Via segmental innervation .
Here is a link of an explanation of that
http://books.google.ca/books?id=Gdsi...%20abs&f=false
now my question is, What other muscles have this ability/innervation ??

You can target pretty much any part of any muscle.
How successful you will be, and how smart or necessary it is to try it, is a whole different complicated, multifactor dependent story.bb.com, a place that turned Deadlift into a forearm isolation exercise
and a place where 99% of 21 year olds have bad back and knees.

hmmm I don't have any direct links to information or anything but it is important to remember that although you can "emphasize" and target specific muscle groups, you can never decide where your body is going to add the most mass (assuming you are doing full body training of all major muscle groups etc). This is why a lot of people will hit a particular bodypart multiple times in order to "bring them up", and will even neglect other strong muscle groups that they tend to gain muscle in faster.
Similar to the idea of 'spot loss' where you cannot target where your body fat will disappear from. You can be assured that it will disappear with proper nutrition but perhaps not the way wanted.
Just some thoughts anyways, you can definitely train to strengthen certain areas and that, in the long run, will be more beneficial to your ability to train with heavier weight which can then be used to damage the muscle fibres more, stimulating muscle growthPersonal Trainer and WBFF Pro Classic Physique
