Thumbs up no strength when lifting weights above head HELP

For 12 weeks now I have been bodybuilding for the first time in my life. I have noticed though that whereas the rest of my body seems to be getting stronger and I am moving up the weights, when I do free weights that involve being in a sitted/standing position lifting from my shoulders to above my head I am completely week, I really struggle with the weights I am now only lifting at 2kg in each hand, as my theory it is better to lift at a lower weight and perform the set rather that not do. But I am so weak is this normal??? Any advice (all other exercises I am ranging between 6 and 10)
