same height and weight as me! I'd say cut if you really want to be lean for the beach and all that. but if you're looking for long-term increase in size then I would personally say you're lean enough for a nice slow bulk

arms solid. lagging chest, traps, and lats.
time to start pounding bench flat and incline hard, do some heavy ass shrugs, and doing as many wide grip pullups and lat pulldowns as possible.

Yeah im currently working hard on my chest but it doesnt seem to grow much at all, My routine is something like flat bench x5, Incline x3, Dumbbell incline supersets with flyes x4 lowest rep range is 8. Ill do heavy shrugs and more latpull downs satrting tomorrow (i always do widegrip pull ups as a warm up on back days, 3 sets of whatevers reps i can manage to get, usually about 10-6)

Honestly you should go on a bulk, if you were to cut now you'd be pretty small.
I am in a similar situation as you. Just take the smart route and bulk up for a little bit and then do a cut towards the end of summer. You don't want to get stuck in a situation where you end up cutting and looking small at then end of the cut. BULK, then cut at the end of summer!

yeah tahst exactly what im worried about, i plan on clean bulking for 6 more weeks, then ill start running and maybe take some fat burners, as well as lowering my calories by 200 - 300 dont wanna get small

Looks like you have a lower bf%. I would say go for a good lean healthy bulk. Looking good, just shave the stomach lol
