Let's look at what your Dr. has to say first, so give him a call, and talk to a nurse over the phone. It appears that your ectomorph frame is in need of more calories and hydration. Worrying about salt and bloating is a red flag that nutrition may be a good place to start to get some "thicker" skin by eating more calories. Posting your weekly workout routine and meal pictures would give us more of an idea what training or lack of training factors may be contributing to the dark baggy eyes. Smoking, caffeine intake, Alcohol, all these factors in life choices may be signals that it is time to change something to look and feel healthier!

check out a product called hylexin. they sell it at sephora and it works for dark circles under the eye. It is very expensive, but it actually works. I got really bad eye circles when I was working 2 full time jobs m-f and also had a contract job so some nights I was getting like 3 hrs sleep. I think the manufacturer is bremin research labs and its a yellow tube it comes in.

That does not really work. It is a myth. Dark circles are largely genetic. Sleep and diet are factors. The best thing you can do is eat a ton of veggies, take omega-3 supplements and drink tons of water. Arnica can also work as it helps prevent bruising and may help with constricted vessels or broken blood vessels under the eye.
