This is hard to determine......You look good both ways you look at this scenario. I would try to cut just a tiny bit more to get to 10% BF, and then work on your over all symmetry. I can tell from looking at your body that you LOVE working out certain muscles while neglect others. (dont worry, we ALL do it)
Get 10%, then start a slow clean bulk but try and get more size to your traps and deltoids. They seem a bit smaller in comparison to the rest of your upper body. Your chest/Bi's/tri's however.....seems to have gotten the most love the past few months maybe?
Solid work so far, post a BEFORE pic so we can see how far you have come.

Thanks for the reply man.. yeah i mean i figured i could go either way and id like to get bigger.. but honestly ive been doing decent on this cut and figure might be better to just cut down to a low BF that way when i bulk i wont have to cut as hard again...
My lifting regiment doesnt hit traps and delts nearly hard enough.. im going to add a few movements to their repsective days for each.. do you have any recommendations for exercises?

Solid plan, go with this.
My favorite delt exercise for mass is some sort of vertical PRESS, either it be from dumbell or barbell. I feel you get a smoother range of motion if you slightly angle your palms facing in toward each other, and do a very press from there. If you have your palms facing out in front of you, for some it puts a weird strain on your collar bone. But try both or alternate styles between each rep......everyone is different
I wouldnt bother with deltoid dumbell flys just yet, focus on compound movements like the PRESS to get strength.
For traps just go heavy on barbell shrugs.
*Edit, just saw your attached pic....Hell man, your Deltoids look good in this pic! You might not need to over-focus on these after all! Just make sure you get some sort of shoulder exercise in there.
Tip: WOMEN LOVE BROAD SHOULDERS (thats should motivate you now)

hmm Ive honestly done no cardio up until this point and starting tomorrow incorporating at least 3 days of cardio a week.. My plan is to hit the gym and do cardio in the am.. then go to work, then hit the gym after work to lift.. should be enough time between so my lifts dont suffer.. I was planning on adding shrugs and presses to the cardio sessions any ideas to this strategy?

In all honesty, i see no need for cardio UNLESS you are needing to burn those extra calories away. If you simply have your diet in check and are hitting UNDER your daily caloric intake, you shouldn't need to do cardio to drop the weight.
Use the time spent on hitting your shoulders/traps and other areas that need more focus, instead of cardio.
UNLESS of course your doing cardio to improve stamina for a sport or something, then go for it. But if its purely to reach your goal of lowering body fat just a tiny bit more, i would spend this time more on neglected muscle areas instead. Your not that far from being a 8-10% BF range.....

Smart... i only figured cardio because im kind of stalling at 165 lb but i dont want to eat any less im hitting around 1800 cals a day... worried about going too low.. So ill start adding in extra lifting sessions.. im on a 5 day split right now.. tmo is my off day but i will add a delt shoulder day in that slot instead..
