I don't think riots like that would fly where I live. First of all rioters can't really destroy the property of another (like damaging cars/businesses) because there is an extremely high chance the owner of that property will just shoot them on the spot (Mind you this is a place where when the hurricane hits people hang signs that say "You loot, we shoot.". Second of all LE wouldn't tolerate it. LE obviously can't arrest everyone in a riot (which is where the riot gains its strength), but the sheer number of beat downs would be enough to quell the riot.
