I've been lurking on here for a while an been wondering what my body fat is

I was wondering if I should keep cutting or start bulking. I feel like I should still cut but all opinions would be appreciated

You are higher than 25% bro. Just get on that cut. Get your calories/macros in order and plan a 6 month cut. You don't look much different than I did when I started my cut. It might take less than 6 months to get where you want to be but at the place you are at you will just have to cut. No two ways about it bro.

Then get an account at www.myfitnesspal.com (I dont get kickbacks so any good calorie tracking website or phone app works...I just use MFP)
Then start tracking. I would strongly recommend cutting 2 pounds a week for a couple weeks then going down to 1 pound a week. It is mentally easier on you when you see those initial pounds dropping fast. Then once you got it down, go down to 1 pound a week. Lift. If you need a good starting workout plan, go here:

I think I'm around 15%. I have always had trouble getting rid of the pesky fat around my lower abs and the sides of my stomach. I feel like I have been spinning my wheels for the last few weeks with clean diet and exercise but the fat just won't budge. Anyone have any tips? (I have read the stickies)

What BMI do you think i am?
I feel like my strength surpasses how my body actually looks. I don't bench for shoulder reasons, but i currently DB press 45kg's for 3-4 reps, which i feel pretty good about. I DB shoulder press 32.5's for 3-4, curl 22.5's for 3-4, etc etc, but i don't think i look like that.
I'm in the midst of deciding what to do for a cutting phase... not sure if i should embark on one of these ESE/lean gains routines, or just do lots of HIIT sessions...
When i decide what i'm going to do, i'll be starting up a blog of sorts to stay accountable. I love training for strength, but have never ever really tried to lose fat.. ever.
ps. yeah yeah im getting a haircut tomorrow.

I seem to be on a 15% roll here. I am having a harder time pegging you. You are skinny and not skinny fat. That makes me think more in the 13/14% and that would be close based on your stats too. But...you have like zero muscle definition. I generally go by muscle definition or skinny-fat and you are neither so its a harder call. I am guessing you were never very fat before? You just don't have the look of a former fatty. I will go with 14% as my estimate.

years and years a go i was decently fat but i have lost a lot of weight i seem to have some decent tone when flexing and id be bulking now but i seem to hold some fat in my chest and it isn't gyno so i don't know sort of confused in what to do i dont want to become one of those really skinny guys with abs haha but want to lose the chest fat

I don't see fat being your problem bro. I see a complete lack of muscle being your issue. Your going to have to build some muscle up to square-off your chest and make it look better. Fat wise you look perfectly healthy. You just won't get that look we all want until you put some time into lifting and working out. I am currently working my chest hard for the same reasons.
