That's all I have right now. 13% is about what I was guessing. 8% is my ultimate goal!

I am 6'2" 197 lbs with 18% body fat. I run four times a week. Recently I calculated my RMR to 2050 kcal. I have been eating 64g fat, 160g protein, and 85g carbs (about 1550 kcal) daily for the past 10 days. I have noticed a severe decrease in the amount of energy that I have while running. Can I increase the amount that I eat (specifically carbs) to get more energy, but still lose the fat?

Lifts (working sets):
Squat - 235lb
Deadlift - 290lb
OHP - 75lb
Bench - 130lb
All lifts still going up slowly. DL 1RM is 335, not sure about squat. OHP/Bench are going up by 1.25-2.5lb per week (just got microplates).
Started working out 3 months ago. Lost 20lb so far doing IF. On a -30/0 cut. My calipers suggest 11-12% when checking pec/ab/quad on the exrx.net body comp calculator. Not sure I completely agree with that though. Measurements are 8mm pec, 17mm ab, 16mm quad.
I want to start a 0/+30 bulk without getting fat, and I had read that bulks are more efficient at a lower BF%. Much of what I read about IF/LG (Martin's site and rippedbody.jp) recommend cutting until you have visible abs.
So, any guesses? Thanks!

Also i've been told that my bodyfat is lower then it looks, but due to not having much muscle mass it makes me seem like I have a higher bodyfat, is this the case?

The first and second pictures are before my cut and the 3rd and 4th pictures are after my cut, would you be able to tell me if it's time yet (to bulk) or not? I'm aware of the fact I have waist fat, but what do you think?
