Mr progress has definitely stalled, as i have not been watching my diet as closely all summer. What do you guys recommend i do before my freshmen year of college?
Worried im putting on a little too much fat(It also appears i have a very weird abb structure, just me?)

Continue to eat lots and lots of good food and lift heavy weights. Personally I've gotten more out of Strong Lifts 5x5 than Rippetoe's program. Definitely start tracking your food a lot more. You likely aren't eating as much, or maybe even as well, as you think you are!
It doesn't really "look" like you lift, but I don't either. I'd say stick to something tried and true, and don't quit. That always yields the best results. Don't get suckered into supplements and other stuff right now. I was a 6' 5" stick about two years ago and have put on lots of muscle mass, but I still look like a stick!

Def devote time to sorting out your diet and workout routine before heading off to college. College as amazing as it is, is full of distraction and having a game plan will definitely set you up for success. Getting into a consistent diet and lifting routine will help your not only see results but will be a way for you to destress after a particularly tough day. Depending on your goals to either maintain or increase in mass. It is going to come down to you following through with your routine and diet. All the best brotha.

Gonna say around 17%? Have you tried flexing your abs.. cant really see your structure your talking about.

Honestly, it's up to you and your overall goals.
On my side, I started this year (Jan. 17th with a cut. I ended up dropping 10 lbs in eight-ish weeks, but my caloric intake dropped to 1900. I didn't like it being so low, and I knew that if I kept cutting, it'd be harder, and I'd have nothing impressive to show for it.
I did a mini bulk (five-six weeks, I think) in between the cut, but I barely broke maitenence, and gains were minimal.
Then, since about...maybe May...around there, I've been on a solid bulk. Yeah, I gained some more fat (Not a lot in my waist, surprisingly. I'm up 20 lbs from my cut weight of 140, but my waist only went up 1.5 inches), but when I start my next cut (I'm aiming for October, when it gets cooler (I can't stand a deficit in the extreme New Mexico heat)), I'll actually have some muscle to show for it.
I'm not even aiming for a big build. My main goal for now is to be able to fill out a size small shirt in the right areas (Small is actually big for my size/structure. I could wear an X-Small if not for my massive hips). I've wanted to see my abs for years, but I know that it'll be worth it in the long run to bulk first so that when I cut, I'm more than just a bag of bones with abs."Do you have an erection, man?"

Take it a week at a time, I'd say.
If you feel your fat is definitely getting too much ( have a visible gut while dressed), then switch to a cut for a few weeks, but still monitor your body and be analytical. I honestly grope myself on Sunday (before the next workout week) all over. I feel my fat and judge how much size in a specific area is due to it and not muscle. I feel the muscles, judging how much more I need to reach my goals (Chest measurement is 41" now, an inch above my short-term goal, but using this method, I'd say I'll probably end up with 38".) And I plan the next weeks diet and workout according to this.
But as I say, it is up to you. By this websites standards, I know when I reach my desired body, I'll still be a 'before' picture, and remember that when people critique and offer their advice, it is generally within the realm of a bodybuilder's goals. So definitely think about what you want to look like in specific terms, and form a routine/plan according to these goals.
