Yes if someone goes all out right from the start when they don't even know the character of their partner yet, I think it means that they don't really care about their character or a real connection and are just using them.
If you want a real meaningful connection with someone then you are naturally more careful at the start because you want to get to know that person first so you don't get hurt. When they are just using someone they can't really get hurt anyway so they don't have to hold back.
