Its generally not because of the race but rather the values of the culture and their diet.

Weakest would probably be cultures that discourage individuality but encourage what is good for the system or group: E.G. The Japanese and Koreans.

I agree with Russian for their strength-mass ratios, but the majority of them aren't that tall. They tend to be shorter and bulky and therefore don't weigh that much. All I'm saying is that if you think that just because they have naturally good strength-mass ratios that you'll find a huge Russian on the street that can naturally dl three plates even though he hasn't lifted a day in his life, you're wrong. You'll have to look a bit. Average height for a Russian male is 5'9".
