I'm 165 lbs, ~25% BF. The fat shows up on my belly and unfortunately, my face.
My long-term goal is to be jacked but I'm afraid that in the process of putting on mass, I'll put on more fat, especially on my face.
On the other hand, I really hate cardio and dieting.
I love eating meat (no homo), and lifting heavy.
Fat and really skinny people have it easy, the solution for them is straightforward, either eat less or eat more.
Skinny fat people like myself who have to tinker around the margins have a much harder job. What should be my strategy here?

Welcome to the skinny fat club.
I have been cutting for about 2.5 months now, lost about 20lbs.
Need to loose a little more to get to 10% BF. Then going for a slow clean bulk.
Everything done on a caloric deficit and heavy as possible lifting.The best part of this is, my kids are learning to live healthier because of me.

At 5'11, you can put on a couple more lbs of lean body mass. 165 lbs with 25% bf leaves you around 120ish lbm? Try gaining getting to around 140-150 lbm, doesn't matter if you gain weight in the process, you'll look better at that point than you do now. You can always burn the fat later on when you're satisfied with your lifting results. Make sure to take into account your P/F/C intakes.
