I have a 36 hips that I would love to make them 34, but the question is, can anyone have a "34" hips if they wanted? or are some of us born with wider hip bones that can never be smaller than 36?

Genetics - some women will be 'predisposed' to store fat in their hips easier than others.
Diet & exercise - you can obviously lose fat and sculpt your body to your hearts content regardless of the above.
BUT for sure there's a limit, yes some of us are born with wider hips, they will not get "narrower" [there's a bone there after all] but circumference wise you can get smaller.
