The key is to determine what you want to do first, cut fat, or gain muscle. I always recommend cutting fat first.. it is a relatively fast process and you will be able to regularly accomplish short term goals.

First, find your daily caloric needs estimate
    http://www.acefitness.org/calculator...alculator.aspx

Second, log your calories for a week. This will be your first short term goal, log every food and calorie you eat for a week to get into the habit of calorie logging.

Third, eat 500 below your daily caloric needs estimate every day for two weeks. Weigh yourself on day 1 and 14, you should have dropped two to four pounds. That's your second short term goal. If you didn't lose weight, drop the calories more.

There you go, you're already started. Add an appropriate lifting routine on top of that and you're well on your way. New guys don't always understand that what we do is 90% diet.

it doesn't seem that you have a lot of fat on your stomach, it's probably just because of your lack of muscle that it seems to protrude. Once you build up muscle in your chest, you will notice what I am seeing

Edit: Also ^^^ listen to his post for diet
