Does anyone have any tips? I know most people say its genetics, bodyfat, saturation, etc, but does anyone have anything that has worked for them to increase vascularity permanently?(not just N.O.)

My whole family is very vascular. And I am too. I see it most when I'm well hydrated, it's hot out, and I'm working out or just being active.
It also has to do with low BF. So get that and you're going to be set.
Also, if you want something that'll last awhile then take 1g agmatine sulfate pre workout. Stuff gibes you a huge pump

Vascularity partly comes down to bf%, if you want more vascularity and definition simply drop fat, however dropping fat will only go so far. Genetics plays a big role in just how vascular you can get, some guys can lean up as much as they can and still not have the vascularity as someone with different genetics who has a higher bf %
