i went home to visit and in my room (which my dad uses as a den of sorts when im not around) i found a used syringe laying on my desk. i freaked the fuk out thinking it was one i must have left by accident (its the same brand, gauge, etc. etc.)....while i was pacing the room peppering my angus, i discovered a bag of them and empty vials - obviously not something i left behind. asked my mom about it and she said it was my dad's hcg, a pct drug.

Maybe your dad is on TRT? It's common for men over 40ish, and hCG is certainly a normal part of a TRT regimen.
