Looks like you got a set that was well used. Most of the restoration of plates consist of stripping to steel, or just removing rust and repainting. However there is no restoring chrome. It's a plating so once it's scratched or flaked off it's gone. Where the chrome is intact you can buff it restoring the shine. You can also remove the rust and hopefully enough of the plating is still good under. I had an old ivanko chrome plated tricep with some minor rust on the plating. I soaked some vinegar in a paper towl and left for a few hours and it dissolved right off. Chrome was super good under and used polish to bring to a shine.
I would focus on removing rust as much as possible with vinegar bath. If all of the chrome was good on the whole plate, I would consider repainting the inside face with new white paint and black letters. However if the chrome looks well used then I would only remove rust and let them look used.
My advice, Remove the rust as much as you can without using anything stronger than vinegar and only buff the chrome and use a nylon brush to clean the faces of the plates. Without rust and as clean as possible I think they still look awesome.
