That could be true for some. I prefer just not going for 4-7 days versus the lower weight or sets method. Lifting at 50 or 60 percent of your capacity to me basically feels like you are lifting with one testicle in your shorts. Deloads are needed though, no matter which method someone uses, especially if Natty.
