    I'm gonna say cut , even though you don't have much muscle , I think you will be better off if you get to 10-14 percent body fat then bulk.

    Hmm alright, I will still work my muscles but eat at a low calorie intake.. Veggies, protein etc. Thanks.

    Cut and lift heavy until you get rid of a bit of body fat. I wouldn't say 10% as you're not going to be left with a lot. 15% would be nearer the mark.

    At 16yo I'd be inclined to just start a solid regimen of lifting, a little cardio, and finding a reasonable diet. If you are putting on increasing amounts of fat, then consider cutting back on the diet a bit. I'd focus on putting on some muscle while not getting fat for at least a year, maybe two, before actively pursuing a cut. At your age it wouldn't be too surprising to lean out while adding significant muscle if you focus on adding weight to the bar.
