He has also frequently claimed he wants to expand the military, and a couple times claimed he wants to rebuild infrastructure as well. Most frighteningly, he did explicitly claim that he would run up the debt and then default on the bonds if there wasn't an economic boom to raise revenue, so it shouldn't be a surprise that this is actually his strategy.
