i think partial ROM is good for SOME exercises and only when used sparingly. These are just my results from my years of training, but i have found partials as a good way to either warm up or finish off a bodypart. Say for example rope pushdowns on triceps. I will use partial ROM here to warm up or finish a tricep workout because the partial allows me to keep constant tension on the tricep and results in a massive pump.

9/10 times people do partial ROM to increase the weight they are using, that makes you a douche. There are some good reasons to use partial ROM (see above), but usually the biggest benefit is telling the other gym bros that you can lift 50% more than what you can actually lift with proper ROM.

This.
Also, some individuals may need to perform partial repetitions for purposes of injury prevention.Bodybuilding is 60% training and 50% diet. Yes that adds up to 110%, because that's what you should be giving it. Change the inside, and the physique will follow.
