BF%, cutting water, still looking full etc
edit: IE if someone looks dry that means they aren't holding water (better definition)
Or if someone looks flat that means they're lacking muscle glycogen/fullness.

Essentially, lean and dry. That dude is unbelievably shredded and literally looks like he is holding no water. Especially, if you compete it isn't just about being at a low BF%, you have to bring the whole package in so you are full, but still diced. He honestly is one of the best I've seen at conditioning. It is used more in relation to BB'ers.

His legs could be brought up a little, but his upper body is damn near perfect

I'm not too fickle. I prefer a more slender build, personally, like Rakich, but this is a pretty awesome build:
