It all started when chinese moved to america, they were working hard and long hours due to using opium (their drug of choice) which was making them get hired more as they were better workers, most americans hated this and the made opium illegal. It worked so well that they started to make marijuana the mexicans drug illegal and coke the blacks drug illegal.
