Looking for a specific motivational movie!

I found one on these forums a few months ago, and I haven't been able to forget it!

The only part I really remember is a guy saying "When others stay inside during a storm, we dance in the rain"

And also, the video contains footage of a guy climbing a dual rope (Like 2 ropes side by side, and he makes his way to the top only using his arms, on a beach)

I know this isn't a lot to work with, but I bet someone has seen it.

I'm not familar with the movie you're describing. However, one movie I have always found to be very motivating is "Rudy".
