The best time for cardio is:

    1. When it doesn't effect your lifts
    2. When it fits into your schedule

Its kind of like eating. Doesn't matter what time of the day you do it.

Cardio tends to make a lot of people hungry, so before breakfast is a great time since it will most likely be one of your primary meals anyways. The only other concern is if your cardio is high enough in intensity and long enough in duration that it will deplete glycogen stores, then you want to do it either right after lifting or a decent amount of time apart from your lift time. I do my cardio from 5:30am-6:30am, and don't go back for weights until after 3pm. The regulars that I lift with that can't come in that early, do their cardio after they finish lifting.

low intensity cardio (30+ minutes steady state) --> before breakfast or after workout.
high intensity cardio (interval training, sprints, etc.) --> treat this as a weight lifting session, i.e. have some carbs pre-workout.
